Public Realm Action Plan
Public realm improvements and placemaking initiatives are vital tools for economic development, transforming downtown spaces into welcoming areas that foster community gathering, cultural exchange, and social connections—all of which contribute to local commerce.
In 2022, the Downtown SF Partnership partnered with SITELAB urban design studio, Fehr + Peers, and John Bela to develop the Public Realm Action Plan (PRAP). This comprehensive plan outlines physical, programmatic, and organizational strategies to reshape our district’s streets and open spaces.

Public Realm Concepts
The Public Realm Action Plan is organized around six “concepts”, or themes related to a particular aspect of the public realm. Each concept houses district-wide “strategies”, or essential moves, that bring the concept to life.
Pedestrian Paradise
Expand pedestrian space through reclaiming the curb, opening streets, and building better connections
Rediscover Public Open Spaces
Bring new energy and interest to public open spaces through temporary to long term improvements + programming
Let's Green
Campaign to maximize trees and plantings in Downtown streets and opens spaces
Downtown as a Stage
Foster memorable experiences through curation of arts + events
Continue Downtown's Story
Strengthen Downtown's evolving identity through placemaking + wayfinding
Re-energize from the Ground Up
Reactivate the ground floor through targeted revamps + incentive programs
